Community and Charitable Gaming | VGCCC

The Victorian Gambling and Casino Control Commission (VGCCC) oversees community and charitable gaming activities in Victoria. Organisations conducting raffles, selling lucky envelopes, hosting fundraising events, or running bingo sessions must be registered as community or charitable organisations.

Eligibility for Community or Charitable Organisation Status

To be declared as a community or charitable organisation, the organisation must operate in good faith for:

  • A philanthropic or benevolent purpose.
  • The purpose of a sporting or recreational club.
  • The purpose of a political party.

Activities Requiring a Permit

Declared organisations must apply for a community and charitable gaming permit to:

  • Sell lucky envelopes.
  • Conduct fundraising events.
  • Conduct raffles with a prize value of $20,000 or more.
  • Run bingo sessions to raise funds.

Amendment to Minor Gaming Permits

Permit holders can amend raffles, lucky envelopes, and fundraising events by submitting an Amendment to a Minor Gaming Permit application. Changes may include:

  • Prize details.
  • Date of ticket sales.
  • Location, date, or time of the draw.

Approval from the VGCCC is required before proceeding with the amended activity. Visit the Application Fees page for more information.

Appointing a Nominee

Declared organisations must appoint a nominee when lodging a minor gaming permit application. If the nominee changes, the organisation must:

  • Notify the VGCCC immediately.
  • Appoint a new nominee within 7 days.

How they allow all these ‘giveaway’ businesses like LMCT+ to use a loophole and claim being a trade promotion to run illegal lotteries is beyond me.. Have to either be completely inept or corrupt since majority of Australians can see in plain sight the loophole. And we have this governing body to protect the community, god help us

What a joke.

Despite a nightclub in my town continually playing tubthumping bass every Sunday morning from 1am until 3am this useless authority does nothing about them. They continually fob complaints off with 'it's an ongoing investigation' etc. I don't think they care at all about complaints and just look after operators. I have been forced to stop work on Sundays as I can never get a decent sleep until the music ends. Waste of time contacting them, I've tried for four years to get action and you just get nowhere. Absolutely the most useless bunch of people I've ever met, apparently the only action I can take is to take a splitter to the nightclubs amplifiers one night, get charged with it and that's about it! Stuff the VCGLR, absolute scumbags....

Very helpful authority. I visited the office and it was very close to the North Richmond station. Figured the building and the street but please note there is no signs or boards that tell you that you have reached the office. Just enter the building 12 and take the lift to Level 3 and talk to the reception for all information's you would require.
